Why military members should have a travel passport Published Nov. 8, 2010 By 52nd Fighter Wing Customs Field Office SPANGDAHLEM AIR BASE, Germany -- Military members stationed at overseas assignments should have a personal passport in addition to an official passport for leisure travel purposes. Department of Defense Instruction 1000.21-R (para C1.5.1.2) states: "While outside the United States, no-fee passports may be used for incidental personal travel between foreign destinations providing the foreign government concerned accepts no-fee passports for personal travel. If the foreign government does not accept no-fee passports for personal travel, travelers must obtain regular-fee passports at their own expense." Additionally, the Department of State Foreign Affairs Manual (7 FAM 1364.4 b. and c., Use of No-Fee Passports for Personal Travel) states: "U.S. government officials and members of their families who hold valid no-fee passports and who are traveling on official business abroad or who are on assignment abroad are not required to obtain regular passports for incidental personal travel. The personal travel must be such that the use of no-fee passports is not questioned by the foreign government."
