- As part of the Bitburg consolidation plan Pass & Registration, Driver's Testing & Licensing and other base agencies will be moving operations between the first week in May and the second week in June.

Vehicle Registration is moving into building 222, the old AAFES Car Care Center, while Driver's Testing and Licensing and Pass and ID are moving into building 139. As a result of these moves, the potential for a delay in connectivity to USAREUR Registry of Motor Vehicles Mannheim is possible.

Personnel are encouraged to renew their vehicle registrations early, since waiting until the last day to renew plates during this transformation may cost drivers in the long run. The fee for renewing registration is $30. People who renew their plates up to 30 days late, are assessed a $15 late fee. After 30 days, a vehicle is registered as non-operational at a cost of $30. To make the vehicle operational it must be registered which costs an additional $30 to obtain new license plates.

Drivers should also know that insurance companies and German Law requires registrants to provide proof of third-party insurance when changing license plates. Therefore, customers will be required to provide new insurance confirmation cards when they exchange license plates. A new ICC will be required regardless of the type of transactions when changing license plates. All personnel possessing AD plates, which expire this year, are required to change their plates to BIT plates by Dec. 31. Those personnel with AD plates that expire in 2009 must change to BIT plates upon renewal.
