Environmental decals available at pass and registration office

A new German law requires vehicles traveling through certain inner city areas prone to high pollution to have an environmental decal certifying emission standards are meet.

"The base pass and registration office has a limited number of category three and four decals in stock," said Master Sgt. Sean Smith, 52nd Security Forces Squadron. "There are no additional vehicle inspections required to get a sticker. You only need to bring in your registration and fill out an AE Form 190-1."

There are four zones that a vehicle can fall into:
Category four: Is a green decal that means there are no restrictions on the vehicle. Cars that fall into this category are a 1993 or newer model with a gasoline engine or a 2006 or newer model with a diesel engine.
Category three: Is a yellow decal. This category applies to diesel vehicle models built from 2001-2005. These vehicles will eventually be banned from certain city centers.
Category two: Is a red decal. This category applies to diesel vehicles built from 1997-2000. These vehicles will eventually be banned from certain city centers.
Category one: Vehicles in category one receive no decal. Drives of these vehicles are prohibited from driving in environmental zones. Vehicles that fall into this category include a 1992 or older model with a gasoline engine or a 1996 or older model with a diesel engine. 

Vehicles in emission categories 1, 2 and 3 may be converted to meet higher standards at the owner's expense. Motorcycles, three-wheel vehicles and quads are exempt from the emissions rules.

Sabers can visit the pass and registration office Mondays through Fridays from 8 a.m. to 3:30 p.m. to receive their decal.

The decal should be placed on the lower passenger side of the windshield. People who drive through an environmental protection zone without a decal may receive a 40 euro fine. The first decal is free; however, replacement ones cost $5.

To receive a sticker, visit the pass and registration office with a vehicle registration form and an AE Form 190-1. The form is available at the office or can be downloaded at www.rmv.hqusareur.army.mil/forms/190-1aa.pdf.
