Tenant Satisfaction Survey

 1. The Department of the Air Force (DAF) has contracted with an independent, third-party survey firm to administer the DoD Annual Tenant Satisfaction Survey1 for all DAF privatized and government-owned housing sites. As of 2025,, in accordance with OSD policy, DAF will survey permanent party personnel living in Unaccompanied Housing. The survey will begin March 2, 2026. All housing tenants in DAF privatized housing projects, government-owned housing, and permanent party personnel living in unaccompanied housing sites will receive a link to access the survey via email. Tenants will have until May 1, 2026, to submit their assessments.

2. By using an independent third party, Airmen, Guardians, and their families will be able to provide their open, honest, and anonymous impressions of living in DAF privatized, government-owned, and unaccompanied housing. The anonymous survey results will be shared with DAF housing program leaders and project owners to continue improving the housing experience. CEL & Associates, Inc. (CEL), will administer the survey, which will be made available to all tenants living in privatized and government-owned housing.

3. Housing continues to be a positive quality-of-life program supporting Airmen, Guardians, and their families. The data and comments gathered via the survey are taken very seriously as they shape the evolution of improvements provided to service members and their families which advance the DAF housing portfolio.

A. The Annual DoD Housing Tenant Satisfaction Survey is a third-party survey funded by the Department of the Air Force (DAF) and distributed to tenants of the DAF housing program to provide open and honest feedback on their experiences in their housing community. The results of the Annual DoD Housing Tenant Satisfaction Survey help inform DAF leadership and project owners of areas for improvement and aid in the sustainment of the housing portfolio for present and future generations of Airmen, Guardians, and their families.
Q. How does tenant feedback impact the housing program and individual housing sites?
A. Housing continues to be a positive quality-of-life program supporting Airmen, Guardians, and their families. In order to ensure the program continues to provide tenants with the best possible housing experience, tenant feedback is gathered from the survey to guide the Department of the Air Force (DAF) and project owners in improving housing and facilities. The survey is vital to the DAF in shaping the housing services needed to
ensure the health and safety of Airmen and Guardians living in privatized and government-owned housing.
When a site’s feedback rating is calculated below the key performance indicator threshold (69.5), the Military Housing Office or project owner responsible for that community is required to submit a Tenant Satisfaction Survey Action Plan to DAF leadership. The DAF reviews the plan for details on how the site plans to improve the areas of deficit performance and also sustain the improvements over the coming years.
Q. When is the survey going to be available to tenants?
A. A link to the Annual DoD Housing Tenant Satisfaction Survey will be sent to tenants via the primary email address on file on or shortly after 2 Mar 26. Tenants will have through 1 May 26 to complete the survey. Tenants are encouraged to check the primary email address they have on file with their project’s leasing office for privatized housing and the Military Housing Office for government-owned housing to ensure they know to which address the survey link is being sent. Tenants are encouraged to add AirForceHousingSurvey@celassociates.com to their allowed senders to prevent blockage by anti-spam software in their email.
Q. When will the results be ready from the survey? Who sees them?
A. After the survey period is complete, the Department of the Air Force (DAF) will receive the survey data compiled by the third-party company, CEL, in May 2026. The DAF will review the data for accuracy and completeness before approving the results. After DAF reviews and approves the results, AFCEC will provide the reports to the installation Military Housing Offices and project owners. DAF must approve and release the results within 60 days after the close of the survey.
Q. Will the project owner and/or installation military housing office be able to see who made which comments on the survey?
A. All tenant responses are confidential. No personally identifiable information will be included in the results data provided to the Department of the Air Force (DAF) and/or project owners. Comments provided in the survey are also anonymous, so tenants who wish to submit work requests should do so following their lease agreement, not the Tenant Satisfaction Survey comments section.

If no member of their household receives the email link by 3 Mar 26, they should contact AirForceHousingSurvey@celassociates.com for assistance. Additionally, there will be a QR code that is distributed to all Military Housing Offices residents can use to navigate to a web page where they can access their specific survey after providing verifying information. Military Housing Offices and Privatized Housing Offices will have the QR code available for residents to use to verify their information and access the unique survey assigned to their housing unit.
