Spangdahlem is transitioning to the Defense Biometric Identification System (DBIDS), effective January 4, 2022.

There are several changes going into effect as the installation completes the transition.

Our defenders will handle and scan 100% of the Identification (ID) cards for individuals requiring installation access. Please expect delays at the gates for the first two weeks as each initial scan may take anywhere from 30-60 seconds to pull all the data required for registration.

All current Installation Access Passes (CACs, Dependent IDs, Retiree IDs, USAEUR/USAFE Installation Pass (IP) USAFE Form 79) remain valid for entry. As we transition, the USAFE FORM 79 will be replaced with a DBIDS credential as they are not compatible with the new system.

ID card registration for initial base access for Active Duty/Dependents/DoD-ID holders, US Contractors and Civilian personnel with CACs will no longer need to be completed at the Visitor Control Center. With DBIDS, the registration process is automatic when a DoD-ID/CAC is scanned for the first time.

Visitors requesting entry will still need to visit the Visitor Control Center and provide a valid passport, European Union national identification card (Personalausweis), REAL-ID compliant driver’s license, or Veteran Health Identification Card (VHIC)

Active Duty/Dependents/DoD-ID holders & US Contractor/Civilian Personnel with CACs:

No action required. The DOD-ID will be registered automatically when scanned through the Installation Access Points

Local National Employees/Contractors with CACs or Installation Passes (USAFE Form 79):

Local National Employees & Contractors with Installation Passes (USAFE Form 79) will require a DBIDS installation access card, or an in-person registration of their CAC. Personnel impacted will be contacted by their unit sponsor when it is time to receive one. Current Local National Contractor/Civilian Installation Passes will be authorized and accepted during the transition.

DBIDS enhances installation security and communication. The system provides real-time updates as personnel status and security posture changes. The database is updated continuously and will provide immediate vetting each time a DBIDS card is scanned at an installation entry point.

The installation is working directly with unit sponsors and is expected to have this process completed NLT 4 Apr 2022.
